Comprehensive LADBS-compliant inspection services for Los Angeles's unique regulatory environment.
Annual CAL/OSHA elevator testing and certification for all LA buildings with vertical transportation.
LA's Energy & Water Benchmarking and Efficiency Ordinance (EBEWE) compliance with annual reporting and 5-year audit requirements.
Soft-story seismic retrofit compliance inspections and certifications for earthquake safety requirements.
Annual cooling tower compliance inspections and LADBS registration for commercial HVAC systems.
California Title 24 energy efficiency compliance audits and certifications for new construction and retrofits.
California state-required boiler and pressure vessel inspections for commercial properties.
Stay ahead of LA's building codes and energy mandates. These critical requirements affect most commercial properties in LADBS jurisdiction.
Annual energy and water consumption reporting required for buildings over 25,000 sq ft. Every 5 years, buildings must also complete energy audits and retro-commissioning studies.
Deadline: Annual report + 5-year auditsCalifornia's Title 24 energy code requires all buildings to meet strict efficiency standards. New construction and major retrofits must comply with updated efficiency requirements.
Deadline: Prior to occupancyLA requires retrofit or demolition of soft-story buildings (unreinforced concrete/masonry). Major earthquake safety mandate affecting thousands of older properties.
Deadline: Based on LADBS ordersAll LA elevators must pass annual CAL/OSHA inspection and testing by certified professionals to ensure passenger safety.
Deadline: Annual certificationCommercial cooling towers must be registered with LADBS and inspected annually to prevent Legionella bacteria growth.
Deadline: Annual registration + inspectionCalifornia state law requires annual inspections of all boilers and pressure vessels over specified sizes for safety compliance.
Deadline: Annual inspection requiredLos Angeles building compliance combines city ordinances with state-level California Title 24 energy code, Cal/OSHA boiler and pressure vessel regulations, and the City of Los Angeles Department of Building and Safety (LADBS) inspection regime. LA's flagship regulation is the Existing Buildings Energy and Water Efficiency (EBEWE) ordinance, supplemented by the LA Building Energy Performance Standards (LA BPS) under development. Add seismic compliance for unreinforced masonry buildings, soft-story retrofit requirements, and Cal/OSHA's pressure vessel regime, and LA owners face one of the most complex regulatory stacks in the country. Insparisk operates across the City of LA proper plus the major Westside, Valley, and Pasadena adjacencies.
LA's Existing Buildings Energy and Water Efficiency (EBEWE) ordinance applies to commercial buildings over 20,000 square feet and multifamily buildings over 100,000 square feet. EBEWE requires both annual benchmarking using ENERGY STAR Portfolio Manager and periodic energy and water audits or retro-commissioning every five years. Audit reports must be performed by a licensed mechanical engineer, professional engineer, or qualified energy professional. Buildings that fail to comply face escalating administrative penalties; the city is currently developing a Building Performance Standard layer that would add carbon caps on top of EBEWE reporting starting in 2027.
Insparisk covers Los Angeles's central core (Downtown, South Park, Bunker Hill), the high-density Westside (Century City, West LA, Brentwood, Santa Monica adjacent), Hollywood and Mid-Wilshire, the San Fernando Valley (Sherman Oaks, Studio City, Encino, Woodland Hills), and the LAX submarket. Each submarket has different building stock dynamics — Downtown high-rise office (mostly post-1980 with modernization opportunities), Hollywood mixed-use (renovated 1920s-1960s structures with significant facade and life-safety considerations), Valley garden-style multifamily (legacy boilers and aging electrical systems), and West LA Class A (modern centralized plants with sophisticated BMS). We staff inspectors familiar with each submarket's typical equipment age, access patterns, and compliance pain points.
Los Angeles requires soft-story retrofit for wood-frame buildings of two or more stories built before 1978 with weak ground floors (typically tuck-under parking). Owners must submit a structural evaluation and complete retrofit within seven years of notice. Separately, unreinforced masonry (URM) buildings are tracked under a long-running retrofit program. While these are structural retrofits rather than periodic inspections, owners often need third-party engineering inspection to document compliance milestones, support insurance underwriting, and respond to LADBS Notice and Order documents. We coordinate with structural engineers and provide the broader life-safety compliance review that commonly accompanies retrofit projects.
Commercial and institutional buildings over 20,000 square feet, and multifamily buildings over 100,000 square feet within the City of Los Angeles. Buildings over 50,000 square feet must complete an audit or retro-commissioning every five years; smaller buildings follow benchmarking-only requirements. Properties in Pasadena, Beverly Hills, Santa Monica, and other independent municipalities follow their own ordinances if any exist.
California boiler and pressure vessel inspections are performed under Cal/OSHA's Pressure Vessel Unit. Inspections are conducted by Cal/OSHA-deputized inspectors, including state inspectors and authorized insurance company inspectors. Power boilers above the threshold require annual internal and external inspection; the inspection report and certificate are filed through the Cal/OSHA system. Insurance-employed inspectors with Cal/OSHA deputation can satisfy the requirement.
California elevator inspections are administered through Cal/OSHA's Elevator Unit. Annual safety inspections are required, with five-year hydraulic load tests for hydraulic elevators and five-year traction full-load brake tests for traction elevators. Inspections must be performed by a Certified Qualified Conveyance Company inspector or a Cal/OSHA inspector. The Permit to Operate is issued by Cal/OSHA and must be posted in each car.
The LA soft-story ordinance applies primarily to wood-frame buildings of two or more stories built before January 1, 1978, with weak ground-floor configurations. Post-1978 buildings are typically not subject to the ordinance, though buildings designed under early seismic codes may still benefit from voluntary retrofit. A structural evaluation by a licensed engineer is required to determine whether your specific building falls under the ordinance.
Los Angeles Department of Water and Power (LADWP) requires annual testing of backflow prevention assemblies on any service connection where contamination risk exists. Tests must be performed by a tester certified by the American Water Works Association (AWWA) or equivalent. Test reports are submitted to LADWP within 10 business days; failures trigger immediate corrective action. Multifamily, mixed-use, and commercial properties all routinely fall within scope.
Los Angeles compliance is complex. Let our LADBS-certified inspectors handle your energy benchmarking, seismic compliance, and building certifications.
