What the DWM Inventory Says About Chicago

Under the federal Lead and Copper Rule and the Illinois Lead Service Line Replacement and Notification Act, the Department of Water Management classified every service line in the city and filed the inventory with Illinois EPA in April 2025. The private side of the line is the property owner's responsibility. Citywide:

What Your Inventory Record Means

Lead, or Galvanized Requiring Replacement

You get an annual notice from DWM. Under the EPA's Lead and Copper Rule Improvements every lead and galvanized line must be replaced within 10 years of November 2027 (the City has sought a longer schedule under state law). Chicago's Equity Lead Service Line Replacement Program replaces lines free for income-eligible homeowners; everyone else pays, typically $15,000–$30,000+ in Chicago because of long runs and street work.

Unknown

A quarter-million Chicago lines are "unknown" or "suspected lead" — in practice, most pre-1986 homes have lead. A one-time licensed plumber inspection settles it: if copper, the record is corrected and the notices end; if lead, you get ahead of the replacement clock and can plan around City programs.

Non-Lead by Records Only

Only 79,000 Chicago lines are classified non-lead, and many of those came from records rather than an inspection. For a sale (Illinois' residential disclosure form asks about lead water pipes), refinance, or tenant disclosure, a documented inspection turns a paper record into a verified one.

Non-Lead, Field-Verified

The water system has physically confirmed the material on both sides of the line. Keep the record with your property's compliance file — nothing else to do.

Where the law stands (October 2026). Federally, the Lead and Copper Rule Revisions (40 CFR 141.84–141.85) require DWM to inventory every line and notify owners of lead, galvanized, and unknown lines annually; the Lead and Copper Rule Improvements require replacement within 10 years of November 1, 2027. Illinois' Lead Service Line Replacement and Notification Act (P.A. 102-0613, amended by P.A. 103-0167 and P.A. 104-0572) requires full replacement including the private side, bans partial replacements, requires the water system to notify an owner within 15 days of identifying a lead line, and requires owners to give the water system 45 days' notice before doing their own work on a lead or galvanized line. Owners of rental or non-residential property who decline a free replacement must install and maintain certified lead-removal filters at every drinking fixture. Illinois' residential real property disclosure asks sellers about known lead water pipes. There is no per-owner fine for simply having a lead line today.
