Applies to: Commercial and multi-family buildings of 20,000 sq ft or more (multi-family with 5 or more units) inside City of Miami limits. Miami-Dade County runs BE305 as a county-wide program; the mandatory reporting ordinance verified here is the City of Miami one.

Structural Integrity Reserve Study (SIRS)
Florida Statutes 718.112(2)(g)
Every 10 years
Reserve study of roof, structure, fireproofing and fire protection systems, plumbing, electrical, waterproofing and exterior painting, windows and exterior doors, and any item over $25,000 affecting structural integrity. Performed or verified by a licensed engineer or architect, or a CAI/APRA-certified reserve specialist.
When: At least every 10 years; associations existing on or before July 1, 2022 had to complete the first study by December 31, 2025
Applies to: Residential condominium buildings three habitable stories or higher
Authority: Florida DBPR Division of Florida Condominiums, Timeshares, and Mobile Homes
If it slips: Willful and knowing failure by officers or directors to complete the study is a breach of their fiduciary relationship to the unit owners (F.S. 718.112(2)(g)).

Elevator Certificate of Operation

Annual inspection and renewal
Annual safety inspection of elevators, escalators, moving walks and related equipment; the certificate is renewed after the inspection passes. Miami-Dade County acts in place of the State of Florida for this equipment.
When: July 31, 2026 — all Miami-Dade certificates of operation expire July 31 each year
Applies to: All regulated conveyances in unincorporated Miami-Dade and municipalities served by the county program; the City of Miami and City of Miami Beach run their own elevator divisions

Milestone Structural Inspection (condominium / cooperative)
Florida Statutes 553.899 (SB 4-D, 2022)
30 years (or 25), then every 10 years
Phase One visual structural inspection by a licensed architect or engineer; Phase Two testing if substantial structural deterioration is found.
When: December 31 of the year the building reaches 30 years (local option 25 years near salt water), then every 10 years; Phase One within 180 days of the local enforcement agency's certified-mail notice
Applies to: Condominium and cooperative buildings three habitable stories or more
Authority: Local enforcement agency (Miami-Dade RER or the municipal building department) under Florida Statutes 553.899
If it slips: If required repairs are not scheduled within the statutory timeframes, the local enforcement agency must determine whether the building is unsafe for human occupancy.

Building Recertification (formerly 40-Year)
Code of Miami-Dade County Sec. 8-11(f)
30/25 years, then every 10 years
Structural and electrical recertification report by a Florida-registered engineer or architect, certifying the building is structurally and electrically safe for continued occupancy. Buildings built 1983-1992 had an initial deadline of December 31, 2024. Recertification satisfies the F.S. 553.899 milestone inspection for buildings that require one.
When: Building age 30 (25 if within 3 miles of the coastline), then every 10 years; report due within 90 days of the Notice of Required Inspection
Applies to: All buildings except single-family residences, duplexes, and minor structures (occupant load 10 or less and 2,000 sq ft or less)
Authority: Miami-Dade County Department of Regulatory and Economic Resources (Building Official); municipalities with their own building departments administer it locally
If it slips: Citation with an initial penalty of $510; failure to correct and pay may accumulate penalties up to $10,000 and referral to the Lien Collection Unit (county recertification page). Repairs found necessary: 150 days from notice to complete non-permit work and pull permits.

Boiler Certificate of Compliance

Annual (power) / biennial (heating)
Inspection by a state or authorized insurance inspector; certificate issued by the Department of Financial Services.
When: Power boilers and high-pressure high-temperature water boilers: annual internal and external inspection, 12-month certificate. Low-pressure heating boilers: biennial, 24-month certificate. Hot water heating/supply boilers: biennial external, internal every 4 years.
Applies to: Boilers in places of public assembly (schools, hospitals, theaters, churches, restaurants, etc.); potable hot water supply boilers at or below 400,000 Btu/hr, 210 F and 120 gallons are exempt (F.S. 554.109)

Fire Life Safety Operating Permit

Every existing commercial and multi-family occupancy inside Miami-Dade Fire Rescue jurisdiction is inspected annually and must hold a current Life Safety Operating Permit.
When: Annual inspection and permit renewal
Applies to: All commercial and multi-family occupancies within MDFR jurisdiction; single- and two-family residences are exempt. Municipalities with their own fire departments (e.g. Miami, Miami Beach, Hialeah, Coral Gables) inspect under their own programs.

If it slips: Uncorrected violations receive a Final Notice of Violation and are forwarded to a Code Compliance Officer until the facility is compliant.
